With a strong belief that murals and other public art throughout the City are an integral part of cultural expression in our communities, he crafted AB 2609 that addresses vandalism. It makes it mandatory for a court to order a defendant convicted of vandalism, consisting of defacing property, to compensate the City for their behavior and perform community service when appropriate and feasible. During his tenure for the state, he was the first legislator in 2008 to support Barack Obama for President and in 2010 his efforts as Southern California Coordinator for Kamala Harris, helped her secure the position of Attorney General. Recently, he authored and won the Governor Jerry Brown’s signature on the legislation AB-420-Redistricting which would correct prison gerrymandering in the redistricting process in order to provide an accurate count for minority representation in our state. To bring justice to an unjust law, he has authored AB 327 Three Strikes Reform that would put an initiative on the 2014 ballot to amend California Penal Code Sections 667 and 1170.12 so that the “third strike” would have to be classified as a “serious” or “violent” felony.
